Abstract:
Since the advent of civilisation, housing has been recognised as one of the basic necessities for human existance, the other two being food and cloth. Housing and shelter are two distinct terms. Shelter denotes the physical structure plus the facilities provided inside it, the social infrastructure around the shelter creates habitat and constitutes housing.
In fact two types of housing problems exist in plains of U.P First one is the shortage of houses which is being handled at every level by U.P. Housing and Development Board and other allied agencies and second one is the provision of houses within the affordable limit
Affordable limit of low income people is very less in U.P being more population of the state, low per capita income and unemployment. Hence this factor must be kept in mind while suggesting anything for low income group in this direction. In real sense, for economically weaker section to middle income group are struggling to get the houses in urban area within their budget. Though many Government, private agencies and research organizations are involved. But problem is still same. Housing finance is being allocated in the state budget every year. Government has invested so much amount in establishing the housing boards and development authorities with the sole aim to do something in this direction. But they are not able to satisfy the common man. Even in private sector, one does not find different picture.
