Abstract: This thesis has undertaken the design of some of the main functions of a network layer for Distributed Computer Systems. The key design issue in network layer is how to determine the route for the communication message packets within the network. This could be based on static tables which are rarely changed or it could be highly dynamic being determined a new for each packet. We have chosen the latter approach. The main functions of the network layer deal with routing and congestion control algorithm. In this dissertation a comparative study has been made to dis-cuss all these algorithms. The chosen algorithm has then been implemented in Pascal. The advantages asso-ciated with higher level language design are highlighted by the ease of implementing the various data structures required in the algorithm.
