Abstract: Transportation problems in dense urban areas have snow—balled into unmanegeable proportions in recent years. It if not difficult to identify any number of these problems) when practically every member of the community is coming into contact with them everyday. Intensity of developmental activities and concentration of population and vehicles: have resulted in spectacular increase in demand for transport and overcrowding of existing facilities. Often in the past and presents in absence of factual information or rigorous analysis on which to base decisions the highway expenditures have resulted from intuitive professional judgements or common sense. Insurmountable traffic problems of Meerut urban area, studied in this thesis, call for immediate attention. Results of traffic studies reveal enormous amount' of delays and discomfort to the commuters due to overcrowding and traffic congestion. Topography and lack of available space leave little scope of expansion or effective improvement in existing infrastructure. A byepass provides for the through traffic a more convenient' quick and safe route and it not only; may lead to saving in time and operating cost of road users but also may leave the urban area less congested. In this context) the effort has been made to study and identify the vexing transportation problems of the area. Analysis has been made for the economic viability and technical.. feasibility of providing a byepass to the urban area as a short term immediate alternative) but with medium range benefits in time. Details of recommendations and conclusions have an identification for future corrective plans of the area.
