Abstract: Providing a solution merely satisfying the functional requirements is not enough for an engineer. The extent .to which cost is cut down ensuring all functional requirements is another integral aspect of the engineering profession, In modern era with advancement in optimization techniques and availabi-lity of fast digital computers,there can be no excuse for still sticking to conservative and arbitrary design and analysis methods. In engineering design problems unique solutions are rarely encountered with - otherwise there is always scope of arriving at optimal solution. The chances of optimisation increases with the availability of flexibility in functional requirements of a design e.g. in public health engineering projects there is tremendous flexibility in water supply systems, comparatively much less flexibility in sewerage systems and much restricted flexibility in surface drainage systems -as such scope of saving by using optimization tech-niques is maximum in water supply projects. The problem is of vital importance for the nation today as huge investments are being made upon water supply projects.
