Abstract: Development is planned process in which all the nations of the world are submerged and there is yet no recognised end point-no final level of achievement. The more technologically advanced nations continue to seek new means for improving the utilization of natural resources for enhancing the conditions of the environment in which their people live. Less developed nations strive to reach levels of economic well being which the more advanced countries have already achieved. All nations are developing but at different rates and from different past levels of achievement. Thus `Development' is a dynamic process, which encompasses multiple actions planned to affect the organisations. techniques, environment and community life in such a manner as to raise their standard of living and improve quality of life.Planning is an essential tool for the development of any system and is a complex process within which six planning elements operate i.e., Society, Products, Economics, Resources, Movements and Space with Time in perspective.
