dc.description.abstractWater is costly input. Therefore its wastage reflects upon the economic condition of the farmers. However, equitable distribution of water is a difficult task in almost all irrigation projects. Generally in Lao PDR, the water distribution is not equitable and efficient mainly due to non-involvement' of farmers. The farmer is the actual beneficiary who uses water and therefore,. his involvement is necessary. Hence, farmers involvement right from the stage of planning, designing, execution and operation of the - irrigation system is most crucial. It does help to improve communication between the irrigation officers and the farmers. In this context research on the effectiveness of farmers organisation in improved irrigation system's performance necessitated to be conducted which could give an insight into the working conditions and loopholes; if any. The farmers participation can be possible through (1) On-farm development works, and (2) Distribution of irrigation water, below the outlet command. This important task could be possible through formation of water cooperatives. The proposed study was intended to demonstrate that cooperation among farmers is necessary for efficient use of irrigation water and to suggest the new concept of formation of irrigation farmers association in the command area to operate and maintain the irrigation system beyond outlet. Such farmer's association can play a great role by educating and upliftment of the farmers also.en_US
