Abstract: Turn over is the process of transferring tubewells and/or its management to largely recognised Water Users Association representing common interest of the farmers in the tubewells irrigation. Objective of this study was to identify, define and.analyse the issues involved in turn over of public tubewells based on the perormance evaluation. Field data on public tube-wells in Chhutmalpur area and secondary data on development and performance of tubewells elsewhere have been used in this analysis. Since experience on turn over of irrigation systems and particularly public tubewells in Uttar Pradesh is very limited, literature study on farmers managed irrigation systems in other states of India and in other countries was made. Three case studies are found to be very much relevant. 1. Turn over process as developed in Indonesia. 2. Water User Association for tubewells (Indonesia). 3. Tubewell cooperation and companies-relative performance (India).....
