Abstract: A systematic approach to optimize water network has traditionally been utilized to exam and plan the fresh water conservation in individual processes. In present work, the fresh water leakage, overflow and maximum consumptions points were detected and system closure was used to minimize fresh water consumption. The water pinch technology was used to analyze and optimize the water network of Star Paper Mills Ltd., U.P. Saharanpur. A system design was developed and a limiting constraint COD concentration was identified based on investigations water quality then minimum fresh water and waste water targets were determined without considering water losses. The analysis was then extended by calculating the additional input of fresh water required to balance the actual water losses. A Nearest Neighbor Algorithm (NNA) was used to distribute the fresh water recycled water among the plant operations. The result showed the flow rates of fresh water and waste water could be decreased by 62.14%.
