The success of any large scale project is much dependent upon its proper planning. Planning must provide all necessary construction facilities and set schedules, The most important among these is the construction equipment which should be .selected in proper manner. Usually out of the population of construction equipment on a project a large number of them deal with earthmoving operations. In most of water resources development projects earth-work is the main item both from the cost and volume of work required.. This necessitates the fullest utilization of this equipment on projects, specially since a substantial part of the total project cost is spent in buying, operating and main-taining this equipment. The variety of equipment, types, makes and sizes complicates the problem of selection.-In all cases the objective is to get the highest production at the minimum cost, or highest profit. There are two methods which can be used to obtain a higher profit on a project involving earth work - one method is to increase the bid price on the work. However, finances may limit the price which can be bid. The alternative method is to organize and operate the equipment in a manner that will assure the maximum production at the lowest cost. This necessitates a broad knowledge of many subjects.en_US
