Abstract: The study determines the optimal conjunctive use management plan of G,,nti_Kalyani .Doab under Sharda Sahayak Pnriyojana in Uttar Pradesh. This system is already in advanced stage of construction for surface water utilisation. The sur-face irrigation system includes certain external effects. Pro-gressive accumulation of ground water is one such external technological diseconomy. The conjunctive use management in this study creates an efficient situation by internalisation of the adverse external effects. The optimum mil of surface and ground water has been determined so as to maximize the net economic benefits and minimize the adverse effects. A linear programming mathematical model is framed to represent the system. Jfforts are made to capture as much of the essential features as possible in the model to utilise the available land and water resources. The ground water balance constraint brings out the inter dependency between the use of surface water and the ground water recharge. The optimization model used here in is lumped, deterministic in character. The whole area is considered as anunit and no stochasticity involved are explicitly considered. A suitable trade off between the reduction of adverse effects and the net benefits has been found out to select the best management plan by judgemental optimization.
