There is urgent need for planned river basin deve-lopment in Afghanistan to harness the scare surface-water resources for optimum development of irrigation and hydro-power potential. Hardly 10 percent of the cultivated area has irrigation facilities and the production of food grains is so inadequate that large quantities have to be imported to feed the people. Hydro-power development is not only required for domestic and industrial uses but also to aug-ment the scare surface-water resources by groundwater pumping. Procedures for rational planning of irrigation pro-jects have been outlined and applied to Hari Rud basin of Afghanistan.en_US
