Integration of distributed energy resources in the distribution networks requires the development of new planning and operation tools. Still, these tools depend on accurate information about the topology and parameters of the system, which may be incomplete or incorrect in distribution networks. With abundant data, using a numerical method, it is possible to determine the network topology and line parameters based on the data taken from the smart meters without the need for voltage angle information which requires measurements from the PMUs. The method depends on two steps, the first is the Basic Identification shows a preliminary estimation of the topology and line parameters based on the data taken by smart meters, the second is the Fine Identification which uses Newton-Raphson iteration method to identify optimal values for the line parameter and correct topology. The method has been tested on IEEE 33-bus looped networks, and the findings indicate that the proposed technique can precisely determine topology and line parameters using limited measurement samples that do not include voltage angles.en_US
