| Abstract: | The study "Housing Adequacy for Urban Poor of Hilly Regions: A Case of Shimla" delves into the critical need for adequate housing, emphasizing it as both a basic human necessity and a fundamental right. Highlighting the unique challenges faced by Shimla's urban poor due to its hilly terrain, the research aims to fill the existing gap in studies on housing adequacy in similar geographical contexts. By examining the multifaceted parameters of housing adequacy and evaluating the effectiveness of social housing policies in Shimla, the study seeks to provide actionable insights for improving housing conditions in hilly urban areas. Through a mixed-methods approach, including literature reviews, policy analyses, and primary surveys, the study presents a nuanced understanding of housing adequacy, shedding light on the gaps between policy intentions and their real-world impacts. The findings advocate for more inclusive, contextually sensitive, and environment-centered housing policies, urging a reevaluation of current strategies. The study highlights the necessity of considering environmental sensitivity in housing development, especially in hilly regions where ecological balance and risk mitigation are crucial. The conclusion emphasizes the importance of integrating housing programs with comprehensive risk mitigation and zoning plans to ensure sustainable development, minimize environmental impact, and enhance resilience. This research contributes significantly to the discourse on housing in hilly regions, calling for a holistic approach to enhancing the living conditions of the urban poor in challenging terrains like Shimla. |
