Abstract: Dynamic Web service selection with optimal Quality of Service (QoS) at runtime is vital role in dynamic Web service composition. Dynamic composite web services involve sequence of operations. At each level of operation delegator selects one of the web services from group of services. Delegator implemented as one of the web service to select best web service form the registry. The main aim of the delegator is to renovate the original Web service selection problem into a multi-attribute services composition optimization problem with local QoS constraints, which is further converted into a single objective problem by using the method of satisfaction degree. To determine the satisfaction degree of web service first it normalizes the values according to attribute wise then normalizes entire web service attributes using aggregate function.
