Abstract: India is rural based country where 70% of the people live in villages and nearly 260 million people are living below poverty line. There is big gap between the urban and rural India in terms of basic amenities and employment. GIS is a powerful tool for planning and in decision making. It provides us spatial planning and decision making system to get visual presentation of different details in the form of multi temporal maps and link maps. GIS can provide a better solution. Knowledge and perception can help in creating outline of development plan. It can contribute to empowerment of communities in solving development problem. Proper infrastructure planning helps in eradication of mass poverty. Creation of more employment opportunities, improvement in the living standard of the masses, narrow the gap between the urban and rural living and generation of self-sustaining development process. In the present study, modeling for rural infrastructure planning has been carried out using ancillary data in GIS. In this study GIS based method provides the accurate spatial view of various infrastructures at different levels. It provided the appropriate solution for infrastructure related problem which help in the village development. The detailed objectives of the work are studying the existing facilities such as educational institutions, health centers, and water resources facilities and estimating the photovoltaic potential on the rooftop area of the studying villages. Development of facilities index for educational facilities, medical facilities for identify of the gap in the facilities. GIS based Renewable electricity generation using solar photovoltaic technologies plays an important role in the village development. This study utilizes geographic information systems data with statistical analysis to identify how much solar photovoltaic potential exists for residential rooftops in the study area. This study helps to quantify the magnitude of possible solar photovoltaic (PV) potential for 250 watt standard monocrystalline panels on residential rooftops within the study area. Three main areas were addressed in the execution of this study estimating available rooftop area; find the solar radiation on tilted surface of study area, calculating PV potential from incoming solar radiation. Parameter, the villages has been define which have sufficient facilities in all the three parameter studied which makes it the least developed area among the four villages in terms of these parameters
