dc.description.abstractTelemedicine system is currently being used to efficiently provide the specialist medical services to the distant needful people. The rapid technological advances in the fields of multimedia data storage and compression and high-speed wireless communications coupled with the development of new biological and medical sensors, are creating new possibilities for remote medical sensing and treatment. The challenges that telemedicine poses with scarce resources requires special development of multimedia signal processing standards and algorithms. These issues are handled in the current work. Delivery of real-time videos in presence of bandwidth constraint is one of the most important video processing problems. This work presents an innovative and complete end-to-end solution for telemedicine multimedia delivery package for the client-server model. For medical videos, only a small portion of running video might be diagnostically useful, but the cost of a wrong interpretation is very high. Algorithms, -which deliver lossless compression within the regions of interest and lossy compression elsewhere in the video, might be the key to provide efficient and accurate video coding to the medical community. This dissertation deals with transmission of video sequences over scarce resource networks. The technique of segmentation has been augmented with proposed compression algorithm to achieve better compression ratios of medical video sequences. Thus it is now better adapted to exploit lower bandwidth communication channels and extend the reach of telemedicine to the masses.en_US
