Abstract: The simultaneous generation of electrical power and heat is called co-generation and the plant used for this purpose is called combined heat and power plant. This type of plants find extensive use in disctrict heating in cold countries and in supplying process steam and power in many process industries like paper & textile industries. By the use of combined heat and power plants, not only the energy utilization increases but also substantial amount of monetary profit is gained. In the present work, the steam & power requirements of STAR paper Mill, Saharanpur (UP), India is taken into account and an extraction condensing steam turbine plant is proposed which has two extraction points and different pressures. The optimum amount of steam to be extracted at these two points and the amount of steam to be given into the turbine were found out so that the profit would be maximum. A complete software in FORTRAN-77 is developed for this optimization problem. This software can be used for any problem involving extraction condensing type of steam turbine
